Executive summary
WFP’s current Protracted Relief and Recovery Operation (PRRO) in Angola started in 2004 and will end in December 2005. Since 2002, 2.5 million refugees and returnees have been repatriated and resettled and the WFP programme’s main objective was to assist returnees during reintegration in their communities of origin. Through general food distribution and other programmes, WFP has
been assisting these households in resettling into their communities, putting up dwellings, and preparing land for planting.
Several vulnerability and poverty assessments1 over the last three years have indicated that the central highlands are the most vulnerable and food insecure areas in the country. Most of the fighting during the war took place in this area, and the area also hosts most of the formerly displaced/recently returned populations, including the majority of former UNITA soldiers. In
addition, factors such as environmental degradation due to over-cropping and deforestation and a very poor road network impede agricultural development. To quantify the problems and because of a general lack of secondary information on livelihoods in the area, WFP has undertaken a detailed food security and livelihoods survey covering this central part of the country, also known
as planalto central.
The survey was a key input to the new WFP programme (PRRO 2006-2008), which focuses its interventions in the most vulnerable areas of the country. With the return of peace and stability in the area, WFP is reorienting its interventions from general food distributions to more specific targeting of its areas of intervention.
The main objectives of the survey were to:

Assess the overall socio-economic situation of resident populations and returnees and their levels of food security.

Assess people’s livelihood objectives.

Provide recommendations on whether there is a need for food aid beyond 2005 and if yes, where and in which sectors.

A actual Operaзгo Prorrogada de Emergкncia e Recuperaзгo (PRRO) do PAM em Angola teve inнcio em 2004 e deverб terminar em Dezembro de 2005. Desde 2002 foram repatriados e reassentados 2,5 milhхes de refugiados e retornados e o principal objectivo do programa do PAM foi assistir os retornados no processo de reintegraзгo nas suas бreas de origem. O PAM tem estado a assistir
estes agregados no reassentamento nas suas comunidades construindo habitaзхes e preparando terras para cultivo, com recurso a distribuiзгo geral de alimentos e outros programas.
Diferentes avaliaзхes de vulnerabilidade e pobreza1 realizadas ao longo dos ъltimos trкs anos tкm indicado que o Planalto Central й uma das бreas mais vulnerбveis а inseguranзa alimentar do Paнs. Durante a guerra, a maior parte dos combates teve lugar nessa бrea e ela alberga a maioria da populaзгo anteriormente deslocada/recйm retornada, incluindo a maioria dos antigos militares da UNITA. Alйm disso, factores como a degradaзгo ambiental devida а sobre-exploraзгo dos solos e а desflorestaзгo, bem como uma muito degradada rede rodoviбria impedem o desenvolvimento agrнcola. Para quantificar o problema e devido а ausкncia generalizada de informaзгo secundбria sobre os modos de vida na бrea, o PAM levou a cabo um inquйrito detalhado sobre seguranзa alimentar e modos de vida, que cobre esta parte central do Paнs, conhecida como Planalto Central.
O inquйrito constitui-se numa contribuiзгo–chave para o novo programa do PAM (PRRO 2006-2008), que incide as suas intervenзхes nas бreas mais vulnerбveis do Paнs. Com o regresso а paz e а estabilidade na бrea, o PAM estб a reorientar as suas intervenзхes, visando passar das distribuiзхes generalizadas de alimentos para uma selecзгo mais especнfica das suas бreas de intervenзгo.
Os principais objectivos do inquйrito eram:

Avaliar a situaзгo conjunta sуcio-econуmica das populaзхes residentes e retornadas e os seus nнveis de seguranзa alimentar.

Avaliar os objectivos relacionados com os modos de vida das populaзхes.

Fazer recomendaзхes sobre a necessidade de ajuda alimentar para lб de 2005 e, em caso afirmativo, onde e em que sectores.
