Background
The Ministry of Finance and National Planning in Collaboration with the Poverty Monitoring and Analysis component of the Zambia Social Investment Fund (ZAMSIF) annually organize Poverty Review Conferences. The first conference was held from the 25th to 26th March 2002. The main purpose of such conferences is to provide timely information on poverty and social conditions and to facilitate the use of such information in policy making. The first conference focused on the review of poverty situation in Zambia from various perspectives. This year's conference will focus on monitoring and evaluating the Poverty Reduction process using the indicators so far developed.
The participation to the Annual Poverty Review Conference is drawn from various United Nations bodies, Embassies, Specialized Development Agencies, Central and local Governments, Provincial and District Administration, Civil Society Organizations, Church Organizations, Private Sector, Professional Bodies, the Research and Academia, Donor Community, Community Representatives and International Representation within the Sub-region.
Rationale for holding the Second Annual Conference
Zambia has prepared a Poverty Reduction Strategy Paper covering the period 2002-2004 through a consultative process involving a wide range of stakeholders. In May 2002, the Boards of the IMF and the World Bank approved Zambia's Poverty Reduction Strategy Paper. However, prior to the approval of the PRSP by the IMF and the World Bank Boards, the 2002 National budget included Poverty Reduction Programmes with an amount of K420.2 billion. The annual Poverty Conference therefore, provide an important forum to review the performance in the implementation of the Poverty Reduction Programmes thus far. It is also an occasion to discuss institutional mechanisms and frameworks for Poverty Monitoring and Analysis.
The Focus and the Theme for the Second Annual Conference
This year's Annual Poverty Review Conference will focus on Implementation, Monitoring and Evaluation of Poverty Reductions Programmes with a theme:
"Partnerships in Poverty Monitoring- What gets measured, gets done."
Conference Objectives
The Second Annual Poverty Review Conference sets to achieve the following objectives:
- To present and overview of the first Annual Poverty Review Conference;
- To review the implementation of Poverty Reduction programmes;
- To disseminate frameworks for monitoring poverty reductions programmes; and
- To make recommendations on the implementation and monitoring strategies relating to poverty reductions programmes.
A total of 12 papers covering various themes have been planned for presentation at the conference. Details of these papers together with conference programme will be communicated in due course.
Conference Details
Approximately 160 persons representing diverse spectrum of organizations will be delegates to the conference whose venue is the Zambia's tourism capital, the City of Livingstone's New Fairmount Hotel. The hotel has been recently refurbished and has adequate conference facilities but cannot accommodate all the delegates. However, Livingstone has many lodges and guesthouses, including the three-star Sun International and the five-star Royal Zambezi Hotels located on the banks of the Zambezi River overlooking the Victoria Falls.
